Project Description:The Utah Cluster Acceleration Partnership (UCAP) accelerates key industry clusters as engines of job creation and economic growth, by aligning the key economic and resource clusters of workforce development and educational innovation. This initiative is facilitated through a partnership involving three key state agencies: Utah’s Department of Workforce Services (DWS), the Utah System of Higher Education (USHE) and the Governor’s Office of Economic Development (GOED). Clusters provide a focused framework for formulating and implementing effective public policies and making public investments to foster economic development.
Objectives:
  • Develop responsive, industry-driven education and training systems that provide a skilled talent pipeline to meet the short- and long-term needs of selected industry clusters 
  • Pilot strategies, partnerships, and models that meet the talent and innovation support needs of Utah’s key industry clusters, and 
  • Identify best practices that can be replicated and used by other industry cluster initiatives. 
Outcomes:
  • Established clearly defined career pathways for students in the selected clusters. Career pathway maps illustrate key courses and skills necessary for selected career tracks.  
  • Based on feedback from key industry leaders, the partnership created, expanded, and/or revamped degree programs to meet industry needs. 
  • Established sustainable relationships with key business, academic, and state stakeholders. 
  • Published cluster strategic plans which clearly indicate accountability measures for specified action items.  
Challenges/Problems Encountered:

Primary challenges included the following: 

  • Convening v. Leading: The institution which “convenes” the cluster initiative is not necessarily the “leading” institution in that economic space. Managing institutional relationships is a primary challenge. Fortunately, in Utah, we have a very collaborative spirit.   
  • Base Funding: The initiative is designed to be cyclical as applied to many different clusters. One-time funding disrupts the process when reduced or discontinued.  
  • Undergraduate Focus: While this initiative is a nice counterpart to the research focus of many large institutions, it can be seen as unduly minimizing the importance of research. The applied knowledge aspect of the project is not antithetical but complementary to both the teaching and research missions of higher education. 
Evaluation Approach:UCAP is a four-phase model; each phase has its own evaluation process. Industry feedback through focus groups and other face-to-face conversations is the primary indicator. After projects are completed, economic indicators can be used to determine impact: e.g., gross increase of cluster, number of jobs created in the cluster, changes in hiring ratio for institutional graduates. 
Potential for Replication:The UCAP model was developed to be replicable. Its principle-based approach adapts well to any economic cluster. To date, initiatives are underway in aerospace and defense, energy, digital media, life sciences, and health care; with additional industry clusters to be developed. Adjustments are made based on the scope of the specific project and the needs of industry. The selection of consultants varies by project and scope, and is often adjusted to meet budget requirements.
