The partial restoration of year-round-Pell is a welcome inclusion in the bi-partisan 2017 Omnibus appropriation compromise expected to become law by week’s end. Although short of the nation’s actual needs to fully support student financial assistance and federal research, we are encouraged by the
signal congressional leaders have sent with this compromise.
The $2 billion increase for NIH and the minor increases to other higher education programs clearly indicate the continued strength of a broad bipartisan constituency in Congress for higher education. As we move forward, we will continue to push for investments in
higher education and hope that over time, it will compensate for the $1.3 billion rescission from the Pell reserve.
