Edward M. Elmendorf joined AASCU in 1988 and serves as Senior Vice President for Government Relations and Policy Analysis. In this capacity, he oversees the planning, developing, and directing of AASCU's federal and state government relations programs. A key responsibility is working with members to establish the Public Policy Agenda, an annual statement that guides the Association's advocacy efforts. Ed also maintains liaison with governmental branches and agencies, Washington D.C.-based higher education associations, and state-based organizations that address higher education issues.
Ed served as Deputy Assistant Secretary for Student Financial Assistance in the U. S. Department of Education from July 1981 through December 1982. He was then sworn in as Assistant Secretary for Postsecondary Education and served in that position until 1985.
Before joining the Department of Education, Ed was President of Johnson State College in Vermont for nearly eight years, serving as President of the Vermont Higher Education Council of Presidents from 1976 to 1977. He was an adjunct professor of education at the University of Vermont (Burlington) from 1978 through 1980.
Ed received his bachelor’s degree in business administration from Hartwick College in Oneonta, New York; his master’s degree in student personnel administration from Springfield College, Springfield, Massachusetts; and his doctorate in higher education administration from the University of Massachusetts Amherst. Ed is also a Certified Association Executive (CAE) through the American Society of Association Executives.
