Project Description:The Procurement Technical Assistance Program (PTAP) was authorized by Congress in 1985 in an effort to expand the number of businesses capable of participating in the government marketplace. Administered by the Department of Defense, Defense Logistics Agency (DLA), the program provides matching funds through cooperative agreements with state and local governments and non-profit organizations for the establishment of Procurement Technical Assistance Centers (PTACs) to provide procurement assistance. In 1989, the Alabama PTAC program was funded and became part of an existing statewide Small Business Development Center (SBDC) network with established partnerships at state-funded universities.  The Troy University PTAC program remains a component of the SBDC, currently operating within the Center for International Business and Economic Development (CIBED).  The program is dedicated to helping Southeast Alabama businesses compete successfully in the government marketplace and has become an important part of CIBED’s overall economic development mission.

  2. Maximize the number of qualified companies in Southeast Alabama that successfully participate in government contracting by providing support, training, and encouragement.
  3. Maximize fast, reliable service to our government with better quality and at lower costs.
  1. Since 2000, Troy University PTAC clients have reported receiving over $400 million in government contract awards.
  2. Over the past ten years, over 500 clients have received assistance through the program.
Challenges/Problems Encountered:Obtaining and retaining funding for the project is always a challenge. In addition, it is a challenge to stretch the limited available resources to meet the growing demand for the services.
Evaluation Approach:Success of the program is measured by the number and dollar amounts of contract awards reported by PTAC clients. Clients are surveyed twice per year to collect this information. Using various methods, contract award data can be used to determine number of jobs retained/created.
Potential for Replication:Each PTAC program has its own unique identity and makeup. Some operate directly under state governments, others within community colleges or partnerships with universities and some are affiliated with economic development groups. The Troy University PTAC has established working relationships with all of these programs to share and maximize resources.  The program is successful due to these relationships and Troy University’s support and dedication to an overall economic development mission through their outreach program, CIBED.
